The starting nation is the nation that one starts out every game playing as. Each nation has its own flag, name, and doctrine, which cannot be changed.

Nations start out having only homeland cities and provinces, which produce resources at normal rates. As nations grow, they conquer other countries and gain occupied territory, which produce resources at 25% of their normal rates. Cities can be annexed to raise production to 50% of their normal rates. The morale of occupied and annexed territory rise slowly while that of homeland territory rise much more quickly, even if they are reconquered.
